Abstract

Se presenta una reflexión sobre el alcance y los límitesque tienen, desde una perspectiva jurídica, las prácticas democráticas en Internet. Se atiende a las características de algunas experiencias que promueven la participación de usuarios de Internet en la actividad pública mediante el conocimiento que les proporciona sobre las actividades de las instituciones políticas.

Author Biography

Fernando Galindo Ayuda, Departamento de Derecho Penal, Filosofía del Derecho e Historia del Derecho, Facultad de Derecho, Universidad de Zaragoza, España

Fernando Galindo Ayuda es Profesor Titular de Filosofía del Derecho de la Universidad de Zaragoza. Imparte cursos sobre “Filosofía del Derecho”, “Informática y Derecho”, “Derecho e Informática” y “Etica y legislación para ingenieros”. Desde 1986 hasta 1997 ha sido responsable de cursos de postgrado sobre “Derecho e Informática” impartidos a juristas españoles e iberoamericanos. Desde 1999 coordina la hoy denominada “Red Jurídica para la Sociedad de la Información”, conocida en inglés como “Legal Framework for the Information Society” (LEFIS). Desde 1984 es responsable de investigaciones y asesorías a las Administraciones Públicas y a empresas sobre “Derecho e Informática”. Especialmente sobre: “Bases de datos jurídicas e inteligencia artificial” (1984-1994), “Informática, comunicaciones y Administraciones Públicas” (1994-96) y Regulación de firma electrónica (desde 1997). En la actualidad coordina el Grupo de investigación “Protección de datos y firma electrónica” reconocido por el Gobierno de Aragón
