The scientific journals play a fundamental role in the scientific task. Many are the reasons: they continue being, until today, the basic vehicles of knowledge transmission, resources for education and, like mass media, tools for divulging the recent discoveries; and they are also an indicator of the development of science. It is unquestionable that scientific journals play a vital role in developing countries. The case of Mexico is not the exception. This paper researches how information and communication technologies, open access and institutional repositories, open new opportunities for Mexican scientific journals to improve a quality so yearned for.Downloads
